Abstract: Racial quotas perform functions which exceed their explicit dimension of inclusion, operating &#xD;
as symbolic and concrete mechanisms aimed not only at increasing Black representation in &#xD;
traditionally elitist and homogeneous spaces, but also at fostering a profound reflection on the &#xD;
foundations of structural racism. They may be considered as a small step within the struggle, &#xD;
yet they represent a significant and strong step toward freedom, social justice and dignity of &#xD;
Black individuals in the university context. This study aims to investigate the racial quota policy &#xD;
at the State University of Montes Claros (Unimontes), taking as its fundamental axis the &#xD;
articulation among access, retention and dropout in higher education over the past ten years. &#xD;
Specifically, this research seeks to examine, from a historical perspective, the impact of racism &#xD;
on non-White individuals’ educational trajectories, highlighting racial inequalities, limitations &#xD;
and barriers, as well as the struggles for the inclusion of Black individuals in education and the &#xD;
historical and political foundations of the Quota Law as a measure of historical reparation and &#xD;
social commitment; it also aims to analyze the statistical data regarding quota policies in higher &#xD;
education, based on data from INEP and the Office of the Secretary-General of the State &#xD;
University of Montes Claros, by contextualizing the presence of the Black population in &#xD;
Brazilian universities and comparing it to the inclusion of quota-admitted students at &#xD;
Unimontes; and understanding, through interviews, the institutional processes, registration &#xD;
criteria, and the crossings which affect the production, organization and the monitoring of data &#xD;
related to the quota policy at Unimontes, particularly regarding access, retention, and dropout &#xD;
of Black students. This research has a descriptive-analytical design, with a qualitative approach, &#xD;
combining bibliographic research and statistical analysis from legal documents. The findings &#xD;
indicate that discussions surrounding policies of educational accessibility, particularly within &#xD;
the scope of affirmative action, constitute a central element in the consolidation of an anti-racist &#xD;
education within the public university. In the specific case of Unimontes, the data analyzed &#xD;
demonstrate that the quota policy plays a significant role in expanding access to higher &#xD;
education for the Black population, while at the same time revealing the structural challenges &#xD;
related to its implementation, monitoring and recognition within the university context</summary>

    <summary type="text">Título: Um jogo de cartas marcadas? : Análise de conteúdos jurídicos a partir da Comunidade quilombola pesqueira vazanteira de Caraíbas

Abstract: The present work analyzes the disputes established in the legal field involving the Quilombola&#xD;
Pesqueira and Vazanteira Community of Caraíbas and the regularization of national lands in&#xD;
the basin of the São Francisco River in Northern Minas Gerais. The community of Caraíbas is&#xD;
located on the left bank of the São Francisco River, just over 10 kilometers upstream from the&#xD;
city of Pedras de Maria da Cruz. The traditional occupation of this Community, in addition to&#xD;
highlighting certain dimensions of environmental conflicts in the North of Minas Gerais, also&#xD;
raises the issue of constitution, appropriation and regularization of lands under the national&#xD;
domain. In the face of this Community, two lawsuits were filed by owners of farms that overlap&#xD;
[and dispute] the traditional territory of the Community of Caraíbas. In methodological terms,&#xD;
we opted for a qualitative basic research approach, anchored in literature review and&#xD;
documental research. Through the literature review, we dialogue with the interfaces that allow&#xD;
the configuration of a conception of the socio-environmental function of the national heritage,&#xD;
in northern Minas Gerais São Francisco River Valley, and we identify the elements that&#xD;
constitutes the structure of the land regime and that cross the theme of traditional occupation of&#xD;
riverside communities. The documentary research was carried out through the analysis of&#xD;
content taken from the indicated judicial proceedings. As results, we present a synthesis of the&#xD;
arguments filed by the conflicting farmers, exercising a controlled interpretation of the content&#xD;
they carry. We also explain the role of the Judiciary Branch, listing reflections on the decisions&#xD;
handed down until the end of data collection, the changes in competences for the judgment of&#xD;
these judicial demands, and the effects of this action. At the end, we address the contradictions&#xD;
and challenges in the legal field around the regularization of national lands traditionally&#xD;
occupied by the Community of Caraíbas.</summary>

Abstract: This dissertation aims to present an analysis of the Brazilian government’s interiorization policy &#xD;
for Venezuelan refugees in Montes Claros (MG), between the years 2019 and 2021. We sought &#xD;
to understand the instruments of international and domestic law that provide legal protection to &#xD;
refugees, identify Venezuelan migration flows and explore the flow towards Brazil, and, at the &#xD;
local level, describe the actions of reception of these refugees carried out in Montes Claros &#xD;
(MG), within the scope of the so-called "Operation Shelter", coordinated by the Federal &#xD;
Government, through the Office of the Civil House. Therefore, a qualitative and quantitative &#xD;
research was carried out, through bibliographical, documentary and field research, in a case &#xD;
study. The study was conducted through interviews and focus groups with Venezuelan &#xD;
refugees, NGOs and volunteers in their welcome, as well as participant observation in local &#xD;
society and in the Montes Claros Warao Welcoming Network.</summary>

    <summary type="text">Título: Os filhos que escolhemos: conjunturas e desafios no processo de adoção em Montes Claros/MG.

Abstract: This master's dissertation proposes a study of the adoption process from the various subjects &#xD;
involved and the plurality of issues, ranging from the initial moment of choosing the child to &#xD;
the completion of the process for the formalization of the family. Therefore, the general &#xD;
objective of this study was to analyze the adoption process in the city of Montes Claros/MG, &#xD;
regarding the relationship between the profile desired by adopters and the children and &#xD;
teenagers available for adoption. The specific objectives pervade in the presentation of the &#xD;
adoption process in Brazil based on historical and normative aspects, analysis of the data of the &#xD;
profile of choice for demonstration of the reality of the adoption process nationally and in the &#xD;
city of Montes Claros/MG, and reflection about the new culture of adoption in the media &#xD;
context. The research is developed from the quantitative methodology and as instrument of data &#xD;
collection the database of the National System of Adoption and Fostering was used, the study &#xD;
is also composed by bibliographical research and documental research. With that, the analysis &#xD;
of the collected results allowed us to verify the reality in numbers regarding the choice criteria &#xD;
that are used nowadays. From the discussions and the data presented, it was found that the &#xD;
interests of children and adolescents are being left in second place in order to prioritize the &#xD;
preference that the adopters' profile places as a condition at the moment of choosing a child. In &#xD;
this context, the conclusions point to the need to reflect on the new culture of adoption in order &#xD;
to build new practices and interactions in the social, educational and affective fields.</summary>
