Análise das áreas de risco e dos protocolos nas ações de prevenção, preparação e resposta às inundações ocorridas em Montes Claros - MG

Abstract

In this research, we sought to analyze the risks and management protocols in the phases of Prevention, Preparation and Response to floods in the city of Montes Claros-MG, from 2005 to 2018. For this purpose, we first analyzed the statistical databases of the flood events of the Seventh Military Fire Brigade which was provided by the Intelligence Section, of the General Staff of the Military Fire Brigade of Minas Gerais, observing the years, months, days of the week and time, in which these occurrences had a higher incidence rate or some discrepancy that would give rise to any observation. Then, using geoprocessing techniques, the locations were specialized and analyzed by region of incidence taking into account the division by Administrative Region, according to the Municipality of Montes Claros. In the studied period 587 occurrences were counted, with significant variation between the years, with the highest incidence 167 flood events and the lowest 12 events in the years 2013 and 2014, respectively. It was also found that the months with the highest incidence were November, December and January, with Sunday, the day of the week that occurred the greatest number of floods, all of which were the night period with the greatest number of events. For the analysis of the protocols, the unstructured interview was used in the Strategic Levels of the Municipal Social Defense System and the Fire Department, based in Montes Claros. Regarding the risk susceptibility analysis, it was concluded that the city has Very High and High Risk areas in five of the seven regions analyzed and that the Municipal Social Defense System has protocols in the Prevention, Preparation and Response Phases, although these do not integrated for effective performance.
